Sounds like you're talking about a new installation rather than an
upgrade. The recommended way to upgrade is with dnf, which is what I've
been doing for the past 8 years or so. I did a new install for F31, but
only because I was switching from BIOS to UEFI.

I think you're mistaken. I don't have any data, but I can remember some
previous upgrades causing a lot more complaints, though I've never had
any myself.
