/run/media/bobg/4C60-B820 is not a block device, it's a mounted directory. You need to unmount the automounted volume and use the device (i.e. /dev/sdX ) that was mounted. You need to use the root device and not a partition. Also, livecd-iso-to-disk is for putting a livecd image on a flash drive. As far as I know, Windows 10 isn't a Linux liveCD.
