As far as I know: you would need to define a new extension.  The simplest one 
that I'm aware of is the Places extension, so that's probably a good one to

I agree with the answer being "you can't", but for a different reason.

I don't think it has anything to do with gnome-shell-extensions.  On an MATE 
system the only one that is installed
seems to be....

/usr/share/gnome-shell/extensions
[egreshko@f35m extensions]$ ls
onboard_indica...@onboard.org

Also, if you use "Add to Panel" on the bottom panel one of the choices given is
"Classic Menu".  This puts a widget?? on the bottom panel which contains the 
same
info/choices as that on the top panel.

So, IMO, whatever "Classic Menu" is, would need to be rebuilt to add a 4th 
entry.
