1) wait till you hit the “Let’s connect you to a network” screen

2) start a command prompt with Shift+F10

3) Your choice, A or B:

   A) --> TaskMgr
          --> Details
             --> kill "OOBENetworkConnectionFlow.exe"
   Or,

   B) from the command prompt:
         taskkill /F /IM oobenetworkconnectionflow.exe

4) you can now create a local account




C) My VMs did not have the virtio drivers for Windows. I have no idea if the virtio drivers are signed. You need signed drivers for secure boot. Someone else will have to figure out if a virtio-based Windows 10 VM can be updated in this manner.
