soversion 10 was provided by OpenSSL 1.0, according to https://src.fedoraproject.org/rpms/openssl11/blob/epel7/f/openssl11.spec
So, you'd need an openssl 1.0 package. The last release to include such a package was Fedora 33: https://bodhi.fedoraproject.org/updates/?search=compat-openssl10
