So, I have found that the following works semi-reliably. I hibernate, with the external monitor on and connected, and the system goes down. THen, when I resume, I do not switch on the external monitor until the system comes back up (and it does). After it is up, I switch on the external monitor and then we appear to be fine.
I do not understand, and may be a voodoo observation and solution, but this problem did not appear to be an issue before 15 June 2022.
