There was another question about this on the devel list. As near as I
can see in koji, there is no texlive-was-9 package.
https://koji.fedoraproject.org/koji/packageinfo?packageID=5402

The rpm that contains upgreek.sty seems to be
Name texlive-was
Version svn64691
Release 65.fc38
Epoch 10
Arch noarch
https://koji.fedoraproject.org/koji/rpminfo?rpmID=33310676
in F38. Here is the Provides:
Provides
tex(icomma.sty) = 2022
tex(upgreek.sty) = 2022
tex-was = 2022
texlive-was = 10:svn64691-65.fc38 <----- not sure what this is, an
alternate name?

There is also, in f37,
Name texlive-was
Version svn21439.0
Release 60.fc37
Epoch 9
Arch noarch

https://koji.fedoraproject.org/koji/rpminfo?rpmID=33634957

Provides
tex(fixmath.sty) = 2021
tex(gensymb.sty) = 2021
tex(icomma.sty) = 2021
tex(upgreek.sty) = 2021
tex-was = 2021
texlive-was = 9:svn21439.0-60.fc37 <----- not sure what this is, an
alternate name?

It looks like the epoch changes, and somehow messes up the update.
