Jeff is correct.  And GitHub's "jasper-software" team has now upgraded xv to handle 
"webp" images.  You can read the details here:

The upgrade has been incorporated into the RPM Fusion Nonfree repository in 
response to bug #6702

The new xv is in release 4.1.1-1.
