Your suggestion is quite out of date. 

The only thing you need to do when changing the parameters in /etc/default/grub 
is to run:

    sudo grub2-mkconfig -o /boot/grub2/grub.cfg

What you suggested will probably not even work unless your CWD is /usr/sbin, 
fortunately. Because overwriting the grub.cfg in the EFI volume require 
reinstalling packages to regenerate. That file just exists in modern Fedora 
releases to load the grub.cfg in /boot/grub2. It is not meant to be changed.
