To prove this I tried clicking `fn lock` nothing happens. To toggle (disable or 
enable) it we are suppose to press `fn` + `fn lock` but the behavior does not 
toggles.

Might you be using a logitech wireless keyboard?
These can be configured using the "solaar" application
which for my keyboard, K850, includes a "Swap Fx function".
