Installing some repos would probably involve installing keys, too. I'm not sure if you have to import them first, or if using the repo would fetch them in. You can local install already downloaded web browser packages using yum and dnf, and if the install requires further files, such as libraries, it should download them. But unless you have very limited internet, it's probably more work to organise than just installing them from the repos over the net.
