Quoting Professor Kahan regarding the accuracy of
floating point numbers would not be a fallacy.
Authorities are not necessarly infallible or honest,
so such a quote would be evidence, but not proof.
Quoting the professor regarding the identification
of poison ivy would be a different story.
One would be relying not only on his honesty,
but also on his ability to know whether
he knows how to identify poison ivy.

That said, as noted, 9 out of 10 doctors is a tad vague.
