That started 'those' people on the path of top posting rather than interspersing their specific replies to each specific topic item thereby turning it into a 'natural' conversion that maintains context. IMHO the only time a top post should be allowed is when the original email ONLY has one question/topic/item in it. (After the response has been sent, that rule no longer applies because the email now has at least two items to comment on.) So what you call a "standard" was a result of original laziness that HR subsequently turned into a bad policy!
