I can confirm this messages - and when the message with the samplerrate
occurs, playback stops for a second, but then continues.
I am using Debian Unstable with VLC 3.0.21-11+b1.
Please tell us the exact version number you are using.
It was included in the original post (and was also quoted above):

The kernel is
6.16.5-200.fc42.x86_64
Maybe also spin up a new virtual machine and test it there.
I actually have an identical system in a VM (kvm) and it shows the same problem.
BTW, another observation:
When running 'vlc' (so as a GUI) I see that while the playing stops, the time
counter and progress bar
continue as if it thinks that it IS playing.
