When it comes to external USB drive enclosures for a desktop PC, I
favour ones that come with their own power supply.  I'd leave USB-
powered ones for battery-powered portable computing.

Having said that, I did have *one* with an incredibly noisy power
supply, it put hash out over the ground wire in my mains and totally
killed the ADSL signal.  Always, every time, without any exceptions. 
You just had to plug it into something that was grounded, anywhere in
the house, the equipment didn't even need to be running.  ADSL died
within seconds, and could never recover.

Powering things from USB often has the problem of being insufficiently
powered, even if powered from two sockets.  Your computer has a power
limit for its USB sockets, and it's shared between ones on the same
hosting circuit.  And, you use two USB sockets for one object.  Some of
those Y-leads are badly designed, too.
