You download and prepare the netinstall media just like you would for the live media (download the ISO, write to USB or DVD using whatever tool you prefer). Then you boot off the netinstall media (from BIOS/UEFI it would again be the same process you used to boot the live meda). It then provides options (in console mode) to test the media, install, or troubleshoot. If you choose install it then launches the graphical installer.
