I see the same. I think there must be a bug in NetworkManager-openvpn
including the nm-openvpn user in two different files in
/usr/lib/sysusers.d/.
I'd file a bug on NM.

was submitted several days ago to fix this.
There are already 2 bugs filed for this, so there isn't any
need to file another. :)

The duplicate sysusers config was added by an automated
Packit PR.
This is one reason I'd avoid tools like Packit if I were
still a Fedora packager. It isn't smart enough to recognize
the duplication nor does it even use the approriate marco
for the sysusers.d directory.
That might be fine for some folks, but it does require more
careful review of any PR's it submits, knowing that they are
likely lacking in the required attention to details that we
should expect from a package.
Thanks guys, recent updates have stopped producing these messages, which
potentially means there hasn't been any recent updates to Openvpn as the
issue highlighted by the bug reference I found hasn't been rectified as yet.
