No, all you need to do is click on the 'fedora start icon' on the bottom left of the panel, in the 'search' type the name of the app, move down to the icon for your app, right click, and you'll see 'add to panel'. If you don't like where your new icon shows up (I like them on the left, but they always get stuck on the right), right click somewhere on the panel and pick 'panel settings'. Now you can drag your new icon around.
