There are NO bans against publishing them, just distributing them to "controlled countries" by US law. Fedora/RedHat have had to take the position that they will supply the packages to only those who do not export to controlled countries or banned individuals.
The KEY to security is a STRONG KEY, if using PGP (asymetric key alogrithm) keeping your private key private, and keeping a shared secret so. WPA-2 + AES is a published standard and alogrithm. It is best to use a very strong, 168+ bit, key and keeping it secure. Thus, the key to securing your Wireless network is a combination of using very strong cryptography and very good physical security (knowing who is connected and why and who is connected to your wired+wireless router physically.)
