In fact it's not stable.
Sometimes
$ ftp
bash: ftp: commande inconnue...
Voulez-vous installer le paquet « ftp » qui fournit la commande 
« ftp » ? [N/y]

And sometimes
$ ftp
bash: ftp: commande inconnue...

How to find where the problem could come from ?
