In Xfce, there's a control panel for Removable Drives and Media where
you can set this. I'd presume that Gnome and KDE have something similar.
I think he's asking what mechanism causes this to happen, rather than
what GUI options are available to configure it. But maybe not.
I think it's done in udev.
