I'll admit that I don't use FF all that often.  So, I just did a bit of 
"testing".

I found that with the panel set to "always visible" I can move FF and other windows past 
the top edge of the panel but they will always go below the panel and not cover it.  It seems all 
of my windows are remembering their size and position after close and thus never start below the 
panel since the size and position I use them are always above the panel.  I also have the Window 
Behavior set to "smart placement".  With my settings as they are, I can find no way to 
make FF cover the panel.

Agreed - I am running Plasma 5 on F21, and I cannot reproduce this problem with FF, Chrome, Konsole, Libre Office, Konversation, etc.
