I doubt it.  If PackageKit is running, its dbus entry was found
(in /usr/share/dbus-1)  And the only way I've found to turn PackageKit
off is to disable that entry.  That is, if it's running, it's trying to
find updates.

possibly.  
Are the repos for F21 turned on in /etc/yum.repos.d?
What happens if you run 
yum update
or 
dnf upgrade 
from the command line?
Do you see the program accessing any repos?

Doubtful.

You could try reinstalling fedora-repos-21-2.noarch.
yum reinstall fedora-repos-21-2.noarch
dnf (the yum replacement) probably has a similar command, though I'm not
very familiar with dnf yet.
