The width, colour and behaviour of the pane handles is set by the GTK theme. Here Minty-dark the handle is not very visible, but the cursor does change.
You can either: a. change the theme to one that makes the handle visible and/or changes the cursor, many Linux desktops have a GUI for selecting themes, but don't know BSD, or b. override those elements of the theme in geany.css (or a GTK customisation if you want it to be global).
