Actually, we did do some of that for release 3. The out-of-the-box defaults used to be "what are the smallest numbers that might actually run". The new defaults attempt to allow a real live load to run. Of course it's not perfect, and any production installation would definitely benefit from the sort of tuning attention you describe. I do think that Gerhard has demonstrated an apparent performance regression between 3.0.3 and Ingres 2006 with the same cbf settings. There shouldn't be a 7 to 1 difference between the two, unless something very non-obvious is going on.
