In the mean time (and you may already have done this) you can disable
the syscheck call so that ingstart just tries to start everything any
way, i.e. in CBF choose "Preferences" and "Edit" the ingstart_syscheck
value (probably want to change cbf check too). Obviously if there truly
are no resources available, Ingres still won't start but for your
situation this is a reasonable workaround.
