Currently IronPython is not directly accepting contributions but FePy is the IronPython "Community Edition" and does except contributions.
Seo Sanghyeon, who also maintains FePy, also has (in the past?) worked on a ctypes implementation to enable similar functionality as well. My best recommendation would be to check with him and see how your contribution meshs w/ that implementation, may offer more, etc... and if/how it could be distributed with FePy.
