(dinov) Fork HAPI - creates new Microsoft.Dynamic.dll, removes old
Microsoft.Dynamic from rowan. Updates projects that depend upon the old one
(for COM support) to now depend upon Microsoft.Scripting.dll.
Doesn't move anyone over to the new HAPI yet - there needs to be an integration
to update the code to the latest HAPI and then I'll move everyone over.
