- RunAgainstCpy.py - pass "-B" flag to Python subprocesses
- limit the output coming from ipy.bat
- ipy.bat now recognizes an "IS_FLAKEY" environment variable. When this
variable is set and the script passed to ipy.bat emits a non-zero exit code,
the script is given one last chance to emit a zero exit code. This feature is
particularly useful with CPython socket-based tests in which we don't want to
make many modifications
