I just run an example in lammps package in parallel with this command

mpirun -np 4 lmp_linux<*****

and there was no problem. So I dont know why it does not work in case of 
siesta.

Backing up what Matthieu said, can you run a simple Hello world mpi
application first?
then something like a Pallas run - just to make sure you can run
aplications in parallel.
