[OMPI users] trying to install Open MPI 1.6.4 on Windows 7

Hello!

I'm sure that this question has been asked a million times before, but I can't 
find the solution.

I have downloaded Open MPI 1.6.4 and done the tar command.

Now what do I do, please?
