This is a bug that will be fixed in 4.0.1 (it is already fixed in the
v4.0.x branch)
meanwhile, you can add
rmaps_base_mapping_policy=numa:OVERSUBSCRIBE
in your openmpi-mca-params.conf.
Note the default policy is to bind to NUMA domain if there are more than
two MPI tasks, and bind to core otherwise,
so this option is not strictly equivalent to --oversubscribe.
