just an update, I have found the error. The TSN must be configured as a
compute node in testbed file. Now I had success with the contrail
installation without any additional steps.
Sorry, but I'm from SP world and I'm reading the docs to get how things
work. But I had another question: how the TSN knows the tor tunnel IP (
'tor_tunnel_ip':'10.10.10.10' field in testbed). I need to add a static
route / populate the vrouter with this information? If the answer is
yes, how I do this.

There is another things that I must do before adding a TOR agent? Or
this should be enough?
BTW I didn't found a documentation explaining about the steps needed
on the TSN node, If anyone can share this documentation will be amazing.
