I'd figure out which script svcs is running and try it manually to see what's happening in there. Using the shell's -x option may prove useful in this case. I'm not famililar with orca at all so I can't give you any specific advice here...
In general, OpenCSW packages try to do as much for you as they can. If orca needs site-specific config obviously we can't do that...it might be started with all defaults just to get things going though.
