Hi,

yes, arond's project spec is able to build the packages, but take into
account that it is a personal project and for now completely untested.
Also I know some gems dependencies are missing from it and the way the
one script is patched is not much of my like... feedback is always welcome.

There are opensuse 11.3 official packages from 2.9.80 available at the
download page
http://downloads.dsa-research.org/opennebula/
