I fixed today a small bug which prevents errors to be properly reported in ozones CLI:

if you can, i would suggest that you apply the patch (1 line, no need to reinstall) and retry. You should be able to get more info then.

If you can't, it could simply be that your zone template is malformed etc. I don't know how your setup is, but it doesnt look like this would have something to do with Apache. Does zone creation work from the web UI with the same parameters?
