Dear Sascha, The free license cuts down remote API access to the ESX hypervisors, so you cannot use that with ONE. You can use the evaluation license instead, which is also free of charge but requires updating each 60 days.
About the paid licenses for ESX, I would recommend getting in touch with VMware sales to get proper quotations.
