Hi Just a couple of hints:
1.- Are the hosts equivalent (in terms of virsh capabilites, architecture....) 2.- Check your KVM configuration to match http://opennebula.org/documentation:rel3.8:kvmg#configuration 3.- In case that you are using a shared storage Datastore, check that the datastore is properly mounted for the oneadmin account.
