Unfortunately the current version of cloud-init does not load new network parameters after they are configured in some distributions. There is a ticket to track that problem [1]
The documentation gives some ideas on how to overcome this [2]: --8<------ The current version of cloud-init configures the network before running cloud-init configuration. This makes the network configuration not reliable.
