Hello Gerson, 400 users should not cause a problem, if you run OpenSER on a normal server system. Have you checked the server logs about any error messages? Search for errors indicating a low memory condition or a memory leak. What type of SIP error message the server returns to the phones? Use tcpdump and wireshark or ngrep to capture and analyse a trace of the problem.
