Yes, indeed, this might be a problem.
 
The server needs to get the XML scheme from the internet. As you cannot pass 
proxy settings to OpenXCAP (at least afaik) there might be the problem. It 
cannot connect and get the file for validation (what is also told by the error 
message).
 
Try it without proxy - if possible - just to eliminate that potential cause.
