Thanks Clayton I spoke to Brenton on this. He pretty much shared same observation. I am thinking instead of we build and maintain that image, it would be nice if it comes from community and maintain so useful to anyone who want similar approach.
Along with reload, start scripts, it also might requires templates generation logic based on VHOST & apache syntax. If we use apache instead of HAPROXY router, it helps reducing one layer by putting another apache on top of it. It would be nice if customer has a choice of apache or haproxy based router. It helps us a lot.
