For the record, I'm pretty sure that's the issue blocking us from upgrading to 1.3.X (the symptoms are exactly the same + this issue https://github.com/openshift/origin/issues/11164).
We're using ansible to upgrade, and this change is part of it (yes, we should run ansible more often).
