You will surely need answering machine detection at a certain point of your developement for this kind of job (dialer) which is not possible because opensips does not handle media. So your best bet is freeswitch or asterisk. Freeswitch is optimal but lacks a free answering machine detection module. Asterisk less programatic but has it for free.
