Did you install it to /usr/local/lib/python3.6 as per the last command
in the
install instructions[1]? You can confirm this with:
$ locate opensips-cli | grep usr/local
/usr/local/bin/opensips-cli
/usr/local/lib/python3.6/dist-packages/opensipscli-0.1-py3.6.egg/EGG-INFO/scripts/opensips-cli
