The call looping may be causing a signalling issue, it's hard to tell without more detail, but that second INVITE really looks like a retransmission. It's at exactly 1000ms. It's saying "HELLO!! I SAID INVITE". So what's happening here is that while the 503 comes it, freeswitch for some reason doesn't think it has anything to do with the original INVITE you made out. So FS is acting like you never answered and trying again.
Hard to tell a whole lot more without seeing more detail. Hope that helps set you in the right direction. -Brett
