Though the mail get Passed SPAM *AND* Quarantined , what I would like
is the mail getting either quarantine or discarded ( if spam score
exceed 15 ) this is amavisd.conf

Just as a follow up I upgraded amavisd-new to 2.8.1 and patched it with
the 2.8.1 patch , but the problem is still there , if I disable
cluebringer in amavisd.conf everything work as intended so the problem
exist only if using cluebringer as policy management I can't define the
final_destiny in cluebringer wich is se to D_PASS ( instead of D_DISCARD
) ,
