I don't think either will help: only FFTW symbols are missing, and they have nothing to do with MKL. What has to be done is explained in the manual: 1) find how many underscores there are in library symbols, 2) define in CPPFLAGS those symbols with one underscore less than they have (one is added by the compiler).
