By using the cif2qe.sh utilty you can converto cif to in file format. However, your cif file contains a line "_atom_site_label" that should be changed to "_atom_site_type_symbol", otherwise you cif2qe.sh cannot recognize the atomic symbols (labels can be anything). Hope this helps,
