It appears the latest version of rtorrent/libtorrent released on around Aug 03 (rtorrent-0.8.9-1.el6.rf.x86_64/libtorrent-0.12.9-1.el6.rf.x86_64) are missing XMLRPC support. This existed in the previous versions (rtorrent-0.8.6-4.el6.x86_64/libtorrent-0.12.6-2.el6.x86_64)
